本校創辦于西元1998年7月1日，由國際佛光會斐京協會及斐京婦女會，兩會開始租借斐京華僑公學教室共同創辦斐京中文班，經歷九年刻苦經營完成階段性任務。于西元2008年7月1日起，由斐京中文班獨立運作，同時由新成立的斐京文教基金會 ( 斐京地區所有僑團及榮譽職人員共同組成)， 在財務上支援輔助中文班，得以永續經營。
The "PCCA" was founded in 01 July 1998, by the International Buddhas Light Association of Pretoria and the Women's Association of Pretoria, the above two organization start to leased schoolroom from "Pretoria Chinese school", experienced 9 years of hard operated to complete the first stage task. And from 01 July 2008 It is operated independently by "PCCA" and at the same time the newly established the "Pretoria Culture and Education Foundation" to support and assist in the financial for "PCCA".
